The bear "didn't display aggression" toward the dog, but I see the bear looking around the fool at his unleashed and untrained dog that ignores commands. The fool also turned his back to the bear, inviting a charge. And the woman foolishly saying they need to get off the trail would then give the bear cover to hide behind during an approach.
